The Environmental Protection Authority (EPA) has undergone significant evolution since its founding. Originally established as the Environmental Protection Council (EPC) by the Environmental Protection Council Decree 1974 (NRCD 239), its role was limited to providing advisory services to the government on environmental issues. Subsequent amendments, such as the EPC (Amendment) Decree 1976 (SMCD 58), aimed to align its functions with the creation of the Ministry of Environment, Science, and Technology.

In 1994, the Environmental Protection Agency Act (Act 490) transformed the EPC into the Environmental Protection Agency (EPA). This transition provided the EPA with regulatory and enforcement powers, to ensure the implementation of environmental policies.
